So, Major League Baseball has been touting its new steroid policy to anyone and any group that would listen, and even more that wouldn't. Previously, testing wasn't really as random as we'd believe, and the punishments were a joke. Now, testing really IS sort of random, and the punishments are merely mildly humorous.

That said, should a player be punished for steroid use if he or his team is not really that great?
